What is this report about?
Between March 2 and June 12, 2026, the Israeli military carried out attacks in Lebanon Civilian . These attacks killed and seriously injured thousands of ordinary civilians people who were not soldiers. Millions of families were forced to leave their homes.
Finn Right International collected this data from hospitals, the Lebanese Ministry of Health, United Nations field teams, and on-the-ground workers. These are minimum confirmed numbers the real numbers may be higher because some bodies are still under rubble and some areas are too dangerous to reach.

Children were badly hit
250 children were killed that is 1 child for every 15 people who died. Many of these children died inside homes, schools, and near hospitals. These are places that international law says must be kept safe.
UNICEF confirmed over 200 child deaths by late May 2026. The number rose to 250 by June 12.
Millions forced to leave their homes
Up to 1.6 million people about 1 in every 4 people in Lebanon had to flee their homes. This is one of the biggest displacement crises Lebanon has ever seen.

Israel ordered entire villages south of the Zahrani River to leave with no confirmed military reason for moving all civilians out of that many areas.
Hospitals, schools, and water stations attacked
The World Health Organization (WHO) confirmed 190 attacks on healthcare facilities. When hospitals are hit, injured people cannot get treatment and more people die. Water stations and schools were also destroyed, making life even harder for civilians who stayed.
Is this a war crime?
Under international law including the Geneva Conventions and the Rome Statute of the International Criminal Court (ICC) Finn Right International has identified three serious legal concerns:
Killing civilians without distinction
250 children killed in 3 months strongly suggests the military did not properly distinguish between civilians and fighters a violation of the “principle of distinction” under international law.
Forced displacement
Forcing 1.2–1.6 million people to leave their homes without clear military necessity is considered a war crime under Article 8 of the Rome Statute.
Disproportionate attacks
Over 3,700 killed and 11,400 injured raises serious questions about whether the level of force used was proportionate to any military goal. Finn Right International found no evidence that any of the victims were actively fighting when killed.
What needs to happen now
International Criminal Court (ICC)
Open an immediate investigation into potential war crimes — including targeting of civilians, disproportionate attacks, and forced displacement.

Impose an arms embargo on Israel and stop all military assistance until full compliance with international humanitarian law is verified.
Humanitarian organizations
Urgently scale up emergency aid for 1.6 million displaced people — many of whom have no shelter, food, or clean water.

Stop all attacks on civilian areas, allow displaced families to return home, and cooperate fully with independent investigators.
How was this data collected?
Finn Right International gathered information from daily field reports and hospital records, Lebanese Ministry of Public Health announcements, verified testimonies from humanitarian workers, and satellite imagery and on-site damage assessments.
All numbers are minimum confirmed figures as of June 12, 2026. The real death toll is likely higher due to bodies still under rubble and some areas being inaccessible to reporters and aid workers.
